Description (Service) (CLS) is a nonprofit public legal education project. CLS provides workshops on a variety of social welfare law topics to nonprofit community organizations, social service agencies, and various marginalized and low-income citizen groups. It also maintains a website and a continually-updated Bulletin Board, which provides up-to-date information on topics ranging from the Canada Pension Plan to Victim’s Rights Laws.

In conjunction with Lambton College, CLS sponsors and delivers a Certificate in Community Advocacy program. The Certificate program currently encompasses a total of 14 online courses accessed through the OntarioLearn consortium, covering nearly all aspects of provincial and federal social welfare law applicable in Ontario. The purpose of the Certificate program is to provide basic information about relevant statutes, regulations, and procedures to lay advocates (such as frontline agency workers) so that they can help their clients to learn about and exercise their rights, as well as navigate through the bureaucracy of the many social welfare systems. The Certificate program is specifically designed for lay people, and intended to extend the reach of basic legal education to persons who cannot access the community legal clinic system (because of income, case subject matter, or case overloads within the local clinic).
